Method 1- 

Try the following steps and see if it will turn on.

1. First, make sure the device is charged.
2. Unplug the charger from device.
3. Now, remove the battery.
4. Press and hold the "Power" button for 30 seconds and see if the device will turn on.
5. If it does, great, if not, no big deal. Now plug back in the power/charger cord. (If it didn't turn on without the cord in, it should turn on once you it is in. Yes sometimes they will turn on, or try to turn on, even with nothing attached/plugged in.)
6. Now put the battery back in.

If this doesn't help, then make sure that the power cord is working. To check whether it is working or not, either try to plug in the charger cord in another device, or try another devices cord in your laptop.

Should that not be the problem, then check the battery to see if it needs replacing.

Method 2-

Note: If you are facing this problem after an update, please make sure that your laptop is not having an internet connection before you follow below mentioned instructions.

1. Power off the laptop.
2. Power on the laptop.
3. As soon as you see the rotating loading circle, press and hold the Power Button until the computer gets shut down.
4. Repeat this process a few times until you see the "Preparing Automatic Repair" screen.
5. Now you want to let the laptop boot to the "Automatic Repair" screen.
6. Click "Advanced Options" and then select "Troubleshoot".
7. Here you want to select "Refresh your PC", if you do not wish to erase data, or "Reset your PC" to erase all data and restore your system.
8. From here just follow the screen instructions until the recovery is completed.

NOTE: You will need to get into the "Advanced Options" in order to get the "Refresh Option". This choice will keep your data, but any programs installed will be lost. 

Do not do a "Reset" as that will wipe all data you have on the laptop. If following above step doesn’t work for you, thy method 3.

Method 3-

If the prior choices don't help you can try to reset the RAM. You would remove them all, only for 10 seconds or so, then put them back. When you put them back in, make sure everything is seated properly.
